Hello Josh. The TieDown 660 Hydraulic Actuator is a surge brake actuator. The Dexter Adapter Module # DX35FR is only for electric-over-hydraulic actuators, so this is not going to solve your problem. If the brakes are not functioning, I would have to suspect a problem with the surge brake actuator or potentially a brake line. I suggest inspecting the trailer and the actuator.
